The Global Configurationfile contains information that can be used by all Local Configurations. For example units that can be placed behind values on printwork like quotes of policies. Also element tables can be stored in the Global Configuration to be used by multiple Local Configurations. This way they are more easy to maintain and it also saves memory (because this way they are only declared once).
